If you Jailbreak your iPad you get access to an App Store so to speak called Cydia which has many useful and non-App Store Apps

First, Jailbreak your device. If you don't want to do that, there's no possible way for you to install 3rd Party Applications.

Cydia in it's entity is a 3rd Party App Store. Almost everything in there is made by skilled developers who don't post in Apple's official App-Store.

The method you have provided is working smoothly and I have added some non app store apps too. Is there a legal way to get this done?

You need to apply for a Enterprise/Corporate development license with Apple. Then they provide the option to deploy without the app store. otherwise you need to jailbreak it.

You will need a registered business and about 200$ a year.

It is just easier to jailbreak it and use Cydia which is free.
